
On 24 October 2023, the Board of Directors of the region of Malopolska adopted the Programme of Integration of Immigrants in the Malopolska Region ('Open Malopolska'). This is the first document of its kind officially adopted at the regional level in Poland.
The main goal of the programme is to strengthen the integration of immigrants in the Malopolska region so that it can 'become a region more attractive to immigrants as a good place to work and live permanently, or at least for several years'. The document sets out plans to achieve this through focus on 5 thematic areas:
- Effective information
- Higher linguistic and intercultural competencies
- Managed potential
- Support to facilitate integration
- Cooperation and inclusive public policy
Within each of these domains the programme defines specific objectives and provides clear directions for action, along with recommendations on how they can be implemented and who should be the key actors responsible for implementing these actions. Recommendations are not meant to be prescriptive but rather inspirational, intended to guide and encourage action. They should be refined and adapted to local conditions and needs.
The programme was developed collaboratively, involving workshops with more than 200 representatives of government and local administrations, civil society organisations, immigrant communities, employers, educational and cultural institutions and academic and research communities. The implementation of the programme will be evaluated, again collaboratively, every three years.
