Italy: One-stop shop "TAM TAM" for the multi-focus integration of migrants

TAM TAM is a multi-service space, run by the Municipality of Salerno in collaboration with NGO Italian Association for Social Promotion (ARCI), which provides support, counselling and guidance on integration services for third country nationals (TCNs) and refugees. The space facilitates their access to health, education and social services, and provides an employment 'matching' service to promote their access to the labour market.

Project Goal

TAM TAM can be regarded as a 'one-stop-shop', where migrants can access all services related to their socio-labour integration in the country in one place. 

The long-term project takes a holistic approach in line with the "whole of society approach" outlined in the UN Global Compact on Refugees. It does so through ensuring the coordinated management and delivery of services by different actors, organised under one roof, with the involvement of local authorities and municipalities.

The TAM TAM space was opened in 2003 by the Municipality of Salerno with the primary aim of providing an employment matching service to both immigrants and nationals, given the difficulties in entering the formal labour market in the region. In the following years, and in particular since 2005, the space has been dedicated exclusively to foreigners and has extended its services to include language courses, legal assistance and social and health orientation and support.

How it works

The service is managed by the Municipality of Salerno and the social workers are employed by ARCI in collaboration with the Municipality. The main services provided by the project are:

  • Initial reception and active listening to the difficulties of migrants
  • Handling bureaucratic procedures
  • Social support, orientation and accompaniment to social, socio-medical and health services
  • Guidance to school and educational services
  • Legal advice
  • Italian L2 courses
  • Training and job orientation activities
  • Advice on social security and employment protection
  • Intermediary service between supply and demand for domestic work, with the development of a database of CVs and skills available to companies

The services offered by Tam Tam have evolved significantly over the years, based on changes in migration flows and the foreign communities that have settled in the Salerno area. Initially, migrant families from Senegal were the main group that used the space, mostly for support with health, social services and education. In the following years, and with the introduction of regularisation mechanisms, the support shifted to legal assistance and advice on labour and social security issues. As the demand for domestic work increased in the city, TAM TAM created a system for matching supply and demand in this sector.

Overall, the TAM TAM model is based on provision of counselling on various issues and then referral to other services and agencies in the city (i.e. health department; employment agencies; lawyers) as needed. The fact that the services are run by an institutional actor (the municipality) has allowed for the development of effective links with other institutions (such as the local health department, local schools, the prefecture and the police headquarters), thereby promoting rapid and coordinated intervention and resolution of migrants' problems.

One of the main positive aspects of the service is that it is financed by the municipality itself and is therefore not tied to short and medium-term projects: in fact, it is one of the longest examples of a 'one-stop shop' in Italy. All the services are provided free of charge. 

Results

Between 2004 - 2012, TAM TAM supported 9 054 people. It has a yearly target of 700 - 800 migrants, with the number of beneficiaries increasing in line with the adoption of regularisation programmes.

 

Overall, more than 50% of programme beneficiaries are women, who are often helped to find employment in the domestic and health sectors. The nationalities of beneficiaries have changed over the years, but the most represented communities are those from Senegal, Ukraine, Moldova, Bangladesh, Sri Lanka and Morocco.

Who benefits

Migrants and refugees who have legal residence in the city of Salerno or who are in transit. There are no restrictions based on migrant status.
