In February 2024, Confindustria - the main association representing manufacturing and service companies in Italy - adopted a communication on the future of Europe, calling for a more pragmatic and open approach to migration and inclusion. Confindustria has a voluntary membership of more than 150 000 companies of all sizes.
In its communication, entitled "Industry Europe", the association focused on labour shortages and demographic decline, and presented recommendations for the future of Europe that presents migration as an opportunity.
The association recommends promoting actions to foster the active inclusion of migrants via a pragmatic approach in Italy and has explained that: "The profound social and economic transformations underway, including, in particular, the demographic decline that has been underway for years now, impose the need to rethink and develop an effective model of national integration and full citizenship for immigrants and foreign workers in our country; this dynamic represents, moreover, a challenge common to all EU countries, which are faced with a growing national labour shortage in an increasing number of economic sectors".
To Confindustria, the inclusion of migrants in the labour market is key to overcoming growing labour shortages: its recommendations further highlight the necessity of training migrants to equip them with the professional skills and knowledge required by the labour market.
According to national statistics, as of 2023 migrants accounted for 10.3% of the total labour force. In its 2023 Report on Immigration, IDOS (a study and research centre on immigration) claimed that Italy would need to welcome at least 280 000 foreign workers a year until 2050 to compensate for its shrinking national labour force.
