Italy: Capacity of the reception and asylum system 2022

Cittalia - ANCI Foundation published its 2022 report on the capacity and functioning of the reception and asylum system for refugees and migrants (the SAI).

According to the report, in 2022 the SAI received 53 222 people (+25.3% compared with 2021), distributed as follows:

  • 40 481 people (76.0%) in ordinary reception projects (20.4% higher than in 2021)
  • 11 910 people (22.4%) in projects for unaccompanied minors (47.5% higher than in 2021)
  • 831 (1.6%) in projects for people with specific (mental) health requirements (9.5% higher than in 2021)

The 10 most represented nationalities among those registered in the system are Nigerian, Bangladeshi, Afghan, Pakistani, Ukrainian, Egyptian, Tunisian, Malian, Somalia and Gambia.

The report also notes that there was an increase in the presence of women registered in the system in 2022 (23.6% of the total), reflecting a general rise in numbers of women in the country's refugee population in recent years. These women come mainly from Nigeria (30.0%), Ukraine (20.06%) and Afghanistan (14.6%).

At the end of 2023, there were 913 SAI projects supporting more than 43 000 reception places. The authors of the report write that while the system is well functioning, there is a certain "administrative precarity" linked to the annual renewal of projects which may jeopardise the integration pathways of beneficiaries. It also notes that as of May 2023, the SAI supports only the reception and integration of recognised refugees and does not cover asylum seekers.
