Beneficiaries of international protection in Greece: access to documents and socio-economic rights

Refugee Support Aegean (RSA) and the PRO Asyl Foundation published a new report on the situation of beneficiaries of international protection (BIPs) in Greece.

The report provides an updated overview of the challenges faced by beneficiaries of international protection in Greece, with reference to the acquisition and renewal of essential documents such as residence permits, travel documents, tax identification numbers, TAXISnet credentials, and social security numbers These documents are all essential in ensuring an individual's access to social and economic rights, such as employment, housing, health, education and social welfare. The report also looks at the HELIOS housing programme, the risk of homelessness and destitution faced by recognised refugees, and the situation of those returned by other European countries. 

Data used for the report comes from observations made during the provision of free legal assistance to refugees, and is supplemented by personal stories demonstrating related challenges. Some of these challenges have led to concerns about potential violations of the European Convention on Human Rights (ECHR), prompting the European Commission to initiate infringement proceedings against Greece for inadequate implementation of the Qualification Directive in relation to the provision of international protection.
