
On 23 November 2017, the Government of the Republic of Croatia has adopted a new Action Plan for the integration of persons granted international protection. The Action Plan covers the period 2017-2019 and mainly comprises provisions on beneficiaries of subsidiary protection and refugees' rights to work, descent accommodation and (language and cultural) education. It also focuses on their obligations to participate in the economic, social and cultural development of Croatia, with the support of relevant authorities.
This new Action Plan is, to some extent, the continuation of the previous Action Plan for the removal of barriers to the realization of individual rights in the field of integration of foreigners (2013 to 2015) which targeted all foreigner groups. Creating specific measures for beneficiaries of international protection is motivated by the particular vulnerability of this group of migrants. The measures aim to help them overcome difficulties linked to their journey.
To implement this Action Plan, Croatia is planning to invest 60 million of Croatian kunas (8 million of Euros) in social welfare and health care, accommodation and housing, language learning and education, prevention of discrimination, employment, international cooperation, inter-departmental cooperation, and awareness campaigns.
The Action Plan was drafted in accordance with international standards by the Office for Human Rights and the Rights of National Minorities. It draws from the Croatian Act on International and Temporary Protection of 2015 and its implementation is to be coordinated by the Permanent Commission for the Integration of Foreigners into the Croatian Society. The Act defines the rights and obligations of beneficiaries of international protection in the areas of residence, family reunification, accommodation, work, health care, education, freedom of religion, free legal assistance, social welfare, integration assistance, ownership of a property and acquisition of Croatian citizenship.
