Beyond temporary protection: the future of displaced Ukrainians in the EU

This webinar will explore the range of potential actions for enabling the continued presence of those displaced from Ukraine in the EU, including the use of current asylum and other long-term residence channels as well as new forms of temporary protection and the recently proposed reconstruction permit. By drawing on past experiences and current initiatives, speakers will assess the political and technical feasibility of these options and their potential impact on both refugees and EU host countries.

The current temporary protection scheme in place in Europe for people fleeing the war in Ukraine will come to an end by March 2025. Determining what comes next for those who wish to remain in host countries is a complex task. Governments must navigate multiple policy options and practical considerations, which include the intentions of those displaced themselves and the continued related uncertainties amid continuing war. The implications for the millions of individuals concerned are immense, and there would be many benefits if EU countries were to take a common approach, although this strategy is not without its challenges.

The webinar, organised by the International Centre for Migration Policy Development (ICMPD), coincides with the launch of a new discussion paper, which is part of ICMPD’s ongoing effort to provide analysis and stimulate insightful discussions among Member States on post-temporary protection arrangements.
