The Ministry of the Interior and Administration of Poland began development of the "comprehensive, responsible and safe" migration strategy for 2025 - 2030. Poland has not had a formal migration strategy since its last was abolised in 2016. According to the outlined schedule, the first draft of the document is expected to be completed by September 2024, with adoption anticipated before Poland assumes the EU presidency in 2025.
The strategy is being developed by the inter-ministerial Committee for Migration, following extensive consultations with relevant stakeholders. Primarily, in cooperation with the academic community (specifically, the Committee for Research on Migration of the Polish Academy of Sciences), a comprehensive questionnaire addressing various aspects of migration and migration policy will be formulated and distributed to various institutions and organisations involved in migration policy. The report summarising responses to the questionnaire will facilitate the formulation of the preliminary draft of the strategy document, which will be discussed by the Committee for Migration and reviewed in public consultations. By December 2024, the final version of the migration strategy will be presented to the Council of Ministers, which, upon adoption, will lead to the drafting of migration-related legislation, including the new Act on Foreigners.
An important part of the new migration strategy will be integration policy. Professor Maciej Duszczyk, Undersecretary of State in the Ministry of the Interior and Administration which is responsible for migration issues, said that "integration policy should precede migration policy".
