Latvia: After mandatory tests, no clarity who covers COVID-19 quarantine for migrant workers

Although testing for the novel coronavirus was made mandatory for guest workers in Latvia earlier this week, no guidelines have been provided for arranging the quarantines mandatory for those who have tested positive. The responsible ministries say that the arrangements depend on an agreement between the employers and the migrant workers.

Some ministries have said they will not require the employers to ensure conditions necessary for quarantining, while others - that it is the responsibility of the guest workers, as they are the ones who may lose their visas or residence permits if regulations for quarantine are not followed.

Employers have expressed concern about a possible increase in expenses if they need to arrange for the quarantine measures themselves, adding not all had the resources or facilities to ensure isolation of workers in the first place.
