UNHCR Regional Refugee Response Plan 2024

The United Nations High Commissioner for Refugees (UNHCR) published its Regional Refugee Response Plan for 2024. The third of its series, the plan is devoted to the needs of temporary protection holders displaced from Ukraine and covers the countries of Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania and Slovakia.

The plan provides a regional overview with recent population figures, discusses the regional risks and needs, and gives an overview of the planned response in the different sectors, including (child) protection, gender-based violence, education, livelihood and socio-economic inclusion, health and nutrition, and more. The plan also notes the financial requirements for the planned response. It aims to mobilise partner organisations and encourage a coordinated and harmonised response amongst hosting states.

The plan sets four regional strategic objectives:

  • refugees have effective access to legal status, protection, and rights in host countries
  • refugees with specific needs and vulnerabilities have access to targeted support and assistance
  • refugees’ socio-economic inclusion in their host communities is strengthened and their self-reliance increases
  • the social cohesion between refugee and host communities is reinforced

The plan currently has 312 partners, including local communities, civil society actors, refugee-led organisations, municipalities, the private sector, governments, and inter-governmental organisations. It is meant to complement and align with the governments' national strategies and assistance schemes.
