Romania: National plan of measures for the protection and inclusion of displaced persons from Ukraine

The Government of Romania adopted the Emergency Ordinance on the implementation of the national plan of measures for the protection and inclusion of displaced persons from Ukraine and beneficiaries of temporary protection in Romania.

The national plan is complementary to the emergency actions already laid out by several legal measures. It also aligns with the regional refugee response plan, and covers a wide range of key interventions, such as access to healthcare, education, housing, child protection, and labour market integration.

In healthcare, those granted temporary protection are to be included in the national health insurance system and in national health programmes addressing issues of communicable and chronic illnesses. As far as accommodation is concerned, the plan grants those displaced from Ukraine access to social housing and other public or private housing alternatives, including construction and refurbishment of existing buildings. With respect to education, measures include continuation of both compulsory and university studies for students.

Access to the labour market for Ukrainians with temporary protection will be facilitated through targeted measures, such as provision of information on employment conditions, a skills audit, and capacity building for employment agencies.

Children will benefit from specific protection measures, including against abuse and exploitation. Vulnerable cases will be dealt with through access to social services and benefits, and training for staff working in local welfare agencies.

The national plan of measures represents an important step towards improving the protection and inclusion of refugees from Ukraine in Romania. It is also expected to positively affect other third country nationals, as the capacity building for relevant authorities in integration will cover core issues on asylum and migration.
