The Right to Vote for Third Country Nationals

With the introduction of the European citizenship in the Maastricht Treaty (1992), nationals from EU member states were granted the right to vote in another EU member state on the local level. In contrast to them, third country nationals can only vote on the local level in 15 out of 28 member states.
