Czechia: Labour exploitation and illegal or irregular employment of foreigners in the Pilsen Region

This analysis, based on qualitative data, provides a comprehensive, in-depth look at the situation of foreigners in precarious labour market conditions in one of the industrial regions of the Czech Republic. The research was conducted by a team of social workers and lawyers from the non-profit sector.

The document describes the different forms of precarious work and the roles played by different actors. These actors are employers and employees, labour intermediaries and agencies, state institutions, public administration, and NGOs. 

The analysis provides answers to the following main research questions:

  • What are the typical practices and methods of agencies and employers that exploit migrant workers?
  • What are the job search strategies of migrant workers and the consecutive reasons leading to their exploitation?
  • Why do victims fail to report workplace violations and misconducts? What are the obstacles to legal investigation?
  • Have some forms of negative reinforcement (i.e., threats, deterrence methods, “bad practices”) been applied by agencies in addition to positive and preventive communication strategies? If so, how?

Although the analysis focuses on regional labour market conditions, the answers are to a large extent applicable to the national context, providing useful insight into the issue of precarious work for foreigners in the Czech Republic.
