Program for Non-Discrimination in Housing (Programa para la Promoción de la No Discriminación Residencial por origen étnico de las personas inmigrantes)

The program carries out activities orientated towards preventing and mitigating both direct and indirect instances of discrimination. It focuses on four key issues:

  • prejudice towards immigrants (where a large amount of direct discrimination occurs),
  • inadequate supply of housing,
  • information that is inadequate and difficult to access,
  • and lack of family and social networks.

The activities in turn are divided into four blocks: detection, information, awareness and intervention.

Project Goal

The project objectives are:

  • Prevent and change discriminatory practices by landlords
  • Inform media about discrimination in the area of rental housing in Madrid
  • Inform social organizations working in the field of non-discrimination about the housing field
  • Raise awareness on the problem of discrimination in housing
  • Propose and implement actions that will help prevent or alleviate discrimination: information, awareness, and best practices.

How it works

The activities are divided into four blocks: detection, information, awareness and intervention.

  • Detection and research of the causes and underlying processes of residential discrimination include activities such as: interviews with key actors, content analysis of media, life histories, surveys, expert panels, analysis of legislation or registration of discrimination cases.
  • Information activities are aimed at professionals and key stakeholders, and include: publishing articles and annual reports, participation in forums and conferences, publishing brochures and guides and creating a website for the project with resources.
  • Awareness activities aimed at preventing residential discrimination, such as: online and social media campaigns, distributing materials, videos, and media relations.
  • Intervention activities to mitigate and prevent situations of discrimination, such as housing information, counseling victims of abuse, mediation, accommodation in the project’s houses, group formation or referral to residential resources.

Results

  • Direct users: approximately 870 / year.
  • Indirect Users: approximately 2600 / year.

The fact that the project works on a very narrow topic, such as is housing, and that the entity itself has a high degree of specialization, allow the staff to focus their efforts and to complement other services for victims of discrimination. As in other areas of discrimination, the incidents of housing discrimination are detected within broader interventions in the field of housing; therefore the project has a close link with other programs of the organization. The number of carried out interventions, either specific or complementing other programs, at the entity and together with other organizations, lead to a positive assessment in terms of coverage and relevance. Finally, the inclusion of both landlords (mainly homeowners) and actors involved in the awareness campaign has been very positive, as it has allowed a different and new approach to this issue.

Evaluation

An internal assessment is carried out annually, connecting the targets and foreseen indicators set out in the funding application, to the Department of Integration of Immigrants. However, beyond the monitoring carried out by the Directorate General, an external evaluation was not performed due to the lack of means.

  • Immigrants with residence permits, who have suffered situations of discrimination connected to housing, either direct or indirect, or whose social situation entails an increased vulnerability to such situations. They come directly or are referred by social entities.

Funding and resources

The program is funded by the Department of Immigration of the Ministry of Employment and Social Security and the European Fund for Integration. For 2014 the total budget was 106.637 euros. This project involves seven employees, which are:

  • 1 Coordinator
  • 2 lawyers
  • 1 social worker and lawyer
  • 1 research and social media technician
  • 1 I.T. expert There is also a volunteer who participates in the awareness campaign
