The LYSA-project (life competence and vocational training) is a shared project between the municipalities of Vårgårda, Ale, Herrljunga, Kungälv, Lilla Edet, Stenungsund, Tjörn and Ulricehamn. The project targets migrants and the ambition is to facilitate the integration process by vocational training and language learning courses adapted to different professions. The LYSA model combines workplace training with vocational theory and assistance provided by videoconferencing technology.

Project Goal

All eight collaborating municipalities had the same problem with migrants not being able to access the labour market after their introduction period. Many of them had stayed in Sweden for 8-10 years without getting a job. Periods of unemployment were alternated by studies and internships. All of the municipalities were separately too small to offer the disparity of vocational training for different professions required by the individuals. The goals of the project were to:

  • recruit immigrants far away from the labour market
  • support the migrants with vocational training and access to the Swedish language
  • create networks of key stakeholders within the municipalities
  • evaluate a new model of education

The basic assumption of the project was that collaboration between small municipalities using new information technology on vocational training and language learning can help migrants to access the labour market.

Who benefits

Target population: newly arrived immigrants 16-64 years of age. A total of 258 participants have been reached by the project.

How it works

The educational model consists of:

  • Vocational training at a workplace with supervision 3-4 days a week
  • Vocational theory using videoconferencing equipment
  • Method exercises
  • Language support
  • Upper secondary school courses

Evaluation of the training through dialogue between instructors, tutors and participants.

Results

Qualitative results:
  • Participants have gained vocational training with high quality
  • Participants have attended language learning activities and training
  • Participants have significantly improved their knowledge in the Swedish language

Quantitative results:

80 % of the participants have a job or are studying.

Evaluation

Project evaluation and monitoring has been ongoing with the aim to provide the steering committee and project management with information so they can make necessary corrections and adjustments during the project. Formative assessment and ERFA conferences have contributed to internal learning.

An evaluation has also been carried out by Empiricus evaluations in June 2010.

Results:
  • Participants following the LYSA-training stands significantly closer to the labour market and the overall motivation for additional training and language learning activities have increased.
  • Job training combined with language support has proven to be an effective method to increase employability.
  • Participants are overall very satisfied with the project method, the trainers and tutors.
  • The combination of workplace training and language support provides good conditions for education.
  • The understanding of Swedish labour market and educational system are at a relatively low level.
