Integration Policy

The Integration Policy for Aarhus is a tool used by the municipality to increase cohesion in the city and spread the responsibility for integration to the local communities, showing that integration is not a limited municipal task. With the new integration policy, considerably more focus will be placed on fundamental fields such as children and young people, education, leisure time, culture, senior citizens etc. with less focus on projects.

The new integration policy ensures that in future it will be mandatory to involve citizens in all major decisions with consequences for themselves, creating a participative society without anyone excluded.

Project Goal

The objective of the integration policy is to strengthen cohesion in the Aarhus society and to ensure that everyone – irrespective of ethnic and cultural background – participates as an active citizen with respect for fundamental democratic values. Ethnic minorities shall in reality have the same opportunities, rights and duties as other citizens of Aarhus. One of the main quantitative goals of the integration policy is the following: the employment level for people with an ethnic minority background must be increased by a minimum of 3% per year.

How it works

Over the coming years, fulfilment of the objective of the integration policy will be sought by placing particular weight on four areas: Citizenship and antidiscrimination, education, employment and settlement. Citizenship and antidiscrimination: The municipality will ensure through its policies that all citizens are given a real opportunity to be active citizens in their everyday lives. Moreover, employees shall be secured against direct or indirect discrimination when recruited, during employment and in case of dismissal. Education: The integration policy will ensure that children and young people in Aarhus Municipality acquire the necessary technical, personal, social and cultural competences to have an active participation in society. Education and training policies with this purpose will be put in place. Employment: There will be a specific scheme to support all citizens in acquiring or maintaining a connection to the labour market enabling them to support themselves and their families. Settlement: An action plan for exposed communities will be prepared by the municipality, jointly with housing associations and possible other relevant parties. The action plan will contain the launching of new joint initiatives adapted to special challenges of the individual community.

A concrete follow-up of the integration policy will be carried out in mid 2009 for the City Council.

All citizens from Aarhus will benefit, especially migrants and ethnic minority groups.
