Slovakia: New action plan advances inclusivity in education

The Slovak government adopted the Second Action Plan for the Implementation of the Strategy for an Inclusive Approach in Education for the Years 2025–2027 in December 2024. This action plan was developed based on the Strategy for an Inclusive Approach in Education until 2030 (approved on December 8, 2021) and the First Action Plan for the Implementation of the Strategy for an Inclusive Approach in Education for the Years 2022–2024 (approved on June 1, 2022).

The plan focuses on several key areas, including inclusive education and support measures, the counseling system in education, desegregation in education, the removal of barriers in the school environment, the training and education of teaching and professional staff, and 'destigmatisation'. These areas were developed by a working group comprising representatives from the state and public administration, the non-profit and non-governmental sectors, and the private sector. The plan is set to be evaluated by the end of 2027.

Measures for Migrants and Refugees

The action plan also addresses key measures concerning migrants and refugees, including the following:

  • Establishing a support system for foreign children and students: setting legislative and methodological foundations for their inclusive education in schools.
  • Creating an inclusive and transparent admissions system for secondary schools: ensuring a pro-inclusive admissions process for students with special educational needs and foreign students.
  • Enhancing pre-service training for future teaching and professional staff: integrating pre-service and in-service training systems in the areas of inclusive education, support measures, and advisory services.
  • Improving teaching and professional staff competency: expanding access to formal and non-formal training, including Slovak language acquisition as a second or foreign language in preschool, primary, and secondary education.

By implementing these measures, Slovakia aims to strengthen inclusive education and foster equal opportunities for all students and children.
