Italy: New provisions for temporary protection holders from Ukraine

The Budget Law adopted on 31 December 2023 in Italy - effective from 1 January 2024 - extended to 31 December 2024 the expiry date of residence permits granting temporary protection to citizens who fled the war in Ukraine.

This extension is based on the European Council's decision to extend temporary protection until March 2025, and the extension of the country's 'state of emergency' until 31 December 2024.

The widespread reception measures, financial support for those who have found independent accommodation, and regional contributions to healthcare have all also been extended. For these measures, an expenditure of 274 million is planned for 2024.

An important new development introduced by this law is the possibility of converting a residence permit for temporary protection into a work permit. The same law also newly reduced the funding available for the reception and assistance of unaccompanied minors: 45 million euros have been transferred from this funding to that related to the assistance of armed forces.
