
The Commission's responsibilities in the area of home affairs have been steadily growing over the last years and have been confirmed by the Stockholm Programme and its Action Plan. Home affairs policies currently include security (prevention of and fight against terrorism and organised crime; police cooperation), migration (legal and irregular immigration; integration; asylum; visa policy) and management of the external borders including return.
The Commission is currently preparing a review of the EU Budget as well as the next Multi-Annual Financial Framework, covering the period after 2013. In this context, it is taking a fresh look at its spending priorities and at the existing delivery mechanisms it has available to implement these policies.
This public consultation forms part of this reflection process and gives stakeholders the opportunity to present their views about how well the financial instruments meet the needs of the home affairs policy area, how efficient they are and how they can be improved to meet future needs and bring more added value. It will also give the Commission an insight into concrete experiences of those working with home affairs programmes, particularly as regards the difficulties they encounter when implementing projects and managing EU funds. The results of the consultation will feed into preparations for future funding in the area of home affairs.
