
The Government Commissioner for Human Rights in the Czech Republic published a summary of integration-related developments for those displaced from Ukraine since the spring of 2022. The summary is based on available data and practical insights from various platforms, as well as communication with key representatives of integration structures, including those displaced themselves.
The document recapitulates successes and identifies challenges and opportunities in different aspects of the integration process.
In the area of housing, an effective network of support institutions operates, but the quality of life for temporary protection holders in accommodation facilities is declining, and difficulties in maintaining independent housing are increasing.
Regarding healthcare, one-third of temporary protection holders are already registered with general practitioners, and Ukrainian healthcare professionals are gradually entering the system, but psychological care remains significantly underutilised.
Employment access has allowed more than 150 000 temporary protection holders to find jobs, although researchers highlight the fact that their employment is often in lower-skilled positions than those they are qualififed for, and tools to combat labour exploitation are insufficiently effective.
Education cooperation with UNICEF has benefited tens of thousands of children, and successful pilot educational programmes have been launched, although integration still largely depends on the individual approaches of schools and teachers. Integration and adaptation continue to be supported through grant programmes, and intercultural competencies are being developed, but interest in integration issues is declining among some stakeholders, making it an ongoing long-term challenge.
The document includes a brief set of recommendations, aimed at policymakers and implementing actors, to address the challenges outlined.
