Malta: Integration strategy and action plan 2025 - 2030

Malta launched its Integration strategy and action plan 2025 - 2030. This is the second integration strategy for Malta, with the first running from 2018 to 2023.

With 22.2% of Malta’s population made up of foreign nationals, the plan introduces a comprehensive set of measures aimed at strengthening social cohesion and improving migrant inclusion. It was preceded by a public consultation in June 2023.

According to the strategy, it targets ‘all migrants in Malta, encompassing diverse groups such as third-country nationals, beneficiaries of international protection, and second, third, and other future generations of migrants, Maltese and EU nationals. It considers specific characteristics within each group, including gender, age, sexual orientation, physical ability, workforce participation, and family relationships'.

The strategy is organised around 6 policy goals, each with its own objectives, outcomes and specific actions. The stated overarching aim is ‘to create an inclusive and cohesive society in Malta, where diversity is celebrated, and every individual, regardless of background, can fully participate, contribute meaningfully, and thrive’.

The strategy's 6 policy goals are as follows: 

  1. Stronger legal and institutional support

A comprehensive review of national laws, the creation of an Integration Scientific Committee, and formal memorandums of understanding (MoUs) to enhance coordination between government agencies and NGOs. Annual reports and conferences will ensure transparency and progress tracking, while integration-related costs are incorporated into national and EU funding frameworks.

  1. Strengthening integration-related government services

Strengthening government services, improving data-sharing systems, and establishing the Human Rights Directorate as the National Integration Support Centre (NISC), providing a comprehensive, digitalised and easily accessible one-stop-shop for essential services.

  1. Expanded integration programmes

Strengthening the "I Belong" programme by restructuring it to include multiple stages, delivery methods, and accessible payment options. Additionally, pre-departure integration measures will ensure migrants are informed on their rights, duties and cultural norms in Malta before arrival.

  1. Improved well-being of migrants through enhanced service provision

Enhancing migrants’ living conditions through better documentation processes, education support, housing regulations, healthcare access, and fair employment measures. Strengthened legislation, enforcement, and information accessibility will ensure effective service provision.

  1. Inclusive communities and strengthening of local councils’ role

Strengthening of local councils’ role, supporting of migrant-led initiatives, and enhancing of socio-cultural engagement through the I Belong programme. Moreover, community participation, social dialogue, and outreach services will be promoted.

  1. Promoting mutual understanding through awareness-raising initiatives

Implementation of a national communication strategy to raise awareness on integration related topics, supported by media representation and accessibility improvements. Regular monitoring and alignment with international standards to ensure effectiveness.
