
Centro Studi E Ricerche Idos Societa' Cooperativa (IDOS) published its 32nd yearly report on immigration in Italy. Along with traditional areas of interest such as demographics, legislation, labour and education, the report examines current migration-related phenomena in Italy and Europe.
Key report highlights include:
- Both migrant presence and the number of residence permits issued to third-country nationals (TCNs) increased in 2021. There has been a growth in the number of permits to stay issued for asylum applications (+112%), family reasons (+83%), international/complementary protection (+20%), and work. The report observes that the increase is not only due to the end of COVID-19 mobility restrictions, but also to legislative reforms: first, there is an increase in positive recognition rates of asylum applications, because of ‘new’ complementary protection (protezione speciale) introduced in 2020; second, three-quarters of the work-related permits to stay are the result of the 'regularisation' policy implemented in 2020.
- The protection and accommodation of Ukrainians in Italy constitutes a good model that could be applied to all migrants in need of protection. Immediate access to employment and health services, and eligibility for public assistance by means of financial support for private accommodation (based on family or community ties) are both good practices that can be sustained in the future. Community-sponsored reception programmes put in place by the government, however, faced administrative delays.
- Migrants are still more exposed than natives to poverty, vulnerability and exploitation. The report points to legislative obstacles for TCNs in accessing social benefits, concluding that when it comes to social inclusion migrants are subject to marginalisation and subjugation. In 2021, of a total of 5.6 million people living in absolute poverty in Italy (representing 7.2% of the population), 3 in 10 (1.6 million; 29%) were foreigners. These individuals represent approximately one third (32.4%) of all foreigners residing in the country.
The yearly report is published by IDOS on behalf of the National Office against Racial Discrimination (UNAR) of the Presidency of the Council of Ministers.
