On 15 November the European Commission (EC) adopted a Skills and Talent Mobility Package comprising a series of new measures designed to make the EU more attractive to talent from outside the EU, and to facilitate mobility within it.

The measures outlined in the package include:

• The EU Talent Pool: this platform will facilitate the recruitment of jobseekers from non-EU countries in EU-wide shortage occupations, making international recruitment easier and faster and enabling employers to access a wider pool of skills and talent. It will also provide information on recruitment and migration procedures in the Member States (MS), with strong safeguards to ensure fair recruitment and working conditions. Participation in the talent pool will be voluntary for MS.

• Talent Partnerships: tailor-made partnerships with non-EU countries to promote mobility for work or training. Jobseekers who have developed their skills under a talent partnership will receive a pass certifying their qualifications.
• Measures for easier, faster recognition of qualifications gained in third countries: this will be helpful for employers seeking skilled workers and for third country nationals (TCNs) seeking access to EU labour markets.

• Measures to make learning mobility more accessible: the relevant proposed Council Recommendation aims to boost mobility in all areas of education and training, inviting MS to make learning mobility within the EU an integral part of all education and training pathways, from school education and vocational education and training, notably apprenticeships, to higher and adult education and youth exchanges.

The EC proposes in 2030 to increase the share of mobility experience to at least 25% for higher education graduates, at least 20% for learners with fewer opportunities, and at least 15% for vocational learners. The proposal includes a commitment by the EC to monitor and support MS in developing national action plans for the concrete implementation of the goals.
