In this publication the Czech government outlines its plan for the implementation of its 2025 integration policy. Several major areas in which the integration policy should be applied are identified, concrete measures for doing so are defined, and the respective authorities responsible are designated.
Approximately 956 000 third-country nationals (TCNs) were legally residing in the country in August 2024. They are the main target group for the policy, and represent the majority of foreigners living in the Czech Republic. The TCN population mostly comprises those from Ukraine (577 854 people including 376 955 temporary protection holders), Vietnam (68 597), and Russia (39 409), followed by citizens of Mongolia (13 731), Kazakhstan (10 356) and the USA (9 838).
Key areas of focus of the plan include:
- knowledge of the Czech language (through language education for adults and children as well as provision of methodological support to teachers);
- economic and social self-sufficiency (through various programmes, job advisory services and re-qualification courses, as well as provision of up-to-date information for employers);
- orientation of foreigners in society (through provision of pre-departure information, integration and adaptation courses, as well as socio-cultural courses);
- bridges between immigrants and the majority population (through cultural events or intercultural and inter-religious dialogue, supporting migrant activities, and community interpreteurs, intercultural workers etc.);
- gradual acquisition of rights depending on length of stay;
- integration at local and regional level (through support of regional integration centres, funding opportunities for municipalities, and support for the political participation of foreigners in local policy-making processes);
- access to healthcare;
- participation of foreigners in public life;
- legal and social protection of children;
- provision of information to both the majority population and foreigners, in order to improve mutual communication;
- strengthening the professional competencies of relevant civil servants.
The government has allocated 54.29 million CZK (ca 2.13 million EUR) within the state budget to implement these measures in 2025.
