The aim of the ELMA-project is to accompany and to support unemployed youth and young adults with a migration background over three years, which fall outside the remit of existing support and social and education systems and to enhance their future opportunities. The young people should be integrated into the training and labour market. To this end they shall be re-integrated into the public outreach (eg. registered again as unemployed). The project starts at the point where the existing offers of help are not sufficient or do not exist and should therefore be complementary to the existing government support and funding opportunities. Young people in particular from the Hanoverian district Linden-Limmer will benefit from the project. Participation in this project requires a voluntariness of the young people and is based on intense relationship work that requires great trust.
Project Goal
Teenagers and young adults falling outside the existing support systems should receive individual support to enable them to integrate into the labour and education market. 'Nearly 1.5 million people aged 20 to 29 have no vocational qualification in Germany and are no longer in a training measure. 46% of them have a migration background.' In addition, we noticed in our practical work again and again that young people despite having an average or even good secondary school certificate (with good top notes) don’t get into the application process in many small and medium enterprises because of their apparent migration background (i.e. Turkish name). This fact was confirmed in the research project of the BIBB 'Training opportunities for young people with a migration background' (2009).
- Adolescents and young adults, particularly with migration background in the district Linden-Limmer should be supported and monitored in order to increase their chances of integration in education and work
- They will learn how to develop prospects for the future in order to improve their future opportunities
- The self-motivation, personal initiative and responsibility among young people should be strengthened

Who benefits
The project is aimed at male and female adolescents / young adults, particularly with migration background, aged between 16 and 27 years, who
- are seeking work and training opportunities
- find themselves beyond the existing support and social systems, are long-term unemployed or have dropped out of education
- have resigned and have given up
- are active and visit the GFA voluntarily and need support
- are already known by the GFA or become aware of the GFA by relatives, friends etc.
In the beginning we assumed there would be about 50 teenagers and young adults, who should benefit from the project. The number has now risen to over 100 after half of the time.
How it works
In cooperation with the participants, prospects for the future and individual strategies are developed. The focus is primarily made on the individual coaching: from the consultation to the creation of the application documents, the search of a training place or job, the practice of telephone interviews and role-play and the support and assistance in employment tests. In addition, the participants were assisted with professional and personal problems.
Results
There are now twice as many adolescents and young adults supported than originally planned. 33 young people started their training. 18 young people were given a mini job as an assistant, in part-time or full-time positions. Those who were not registered with the employment agency, were encouraged to be registered there as training-or work seeking.
The target group also commented favorably on our work and the individual help they get from us. This is also reflected by the fact that our consulting services were recommended to friends, relatives, etc. In addition, the participants will be given advice for a long time, even during the training.
Evaluation
Evaluation was carried out by interviewing the participants, who gave a very positive feedback. We also document the work with young people and their development. Thereby the success for us is measurable. The personal contact with the participants by mail, phone or through appointments after they completed training or started working is an important part of the project. They will be asked if they are still in education or work, if there are problems, etc. With most of the participants, we are in close contact.
Sometimes young people are no longer reachable. So far we could not reach nine of the participants anymore.
Funding and resources
The project is funded 80% by “AKtion Mensch”, a funding organization, and the GFA e.V. (registered association) gives 20 % of its own capital, which may not come from public funds.
For the project, an office job with 30 hours a week was created, it was occupied by a qualified Social worker.
