Latvia: Changes to residence requirements for Russian citizens

Following changes to Latvia’s Immigration Law, residence permits for citizens of the Russian Federation living in Latvia - both those with Latvian citizenship and those without - will automatically become void on 2 September 2023, with citizens being required to take the state language exam in order to continue their residency.

Those who successfully submit the relevant documents to Latvia's Office of Citizenship and Migration Affairs by 1 September - including a certificate proving completion of the language exam with a score demonstrating at least A2 level proficiency - will be granted new residence permits. Those who do not submit these documents in time will be required to leave the territory of the Republic of Latvia by 2 December 2023.

Thus far, 24 505 citizens of the Russian Federation have received letters from the Office of Citizenship and Migration Affairs requiring them to submit a new application to remain a citizen of Latvia.
