The European Commission (EC)'s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs published a report assessing the EC'S recommendation on the recognition of qualifications for people fleeing Russia’s invasion of Ukraine, including determining the degree to which it has resulted in practical improvements.
The report highlights the progress made by EU countries in facilitating the integration of professionals from Ukraine, especially in the fields of health and education. It finds that common practices include allowing qualified professionals to work under supervision, hiring them for assistant-level positions, and granting them temporary and provisional rights to pursue their activities without prior recognition.
Implementation of the recommendation was found to vary significantly across EU countries, with some implementing it fully and others adopting specific elements. The report also presents integration challenges facing those from Ukraine, highlighting in particular that qualified Ukrainian professionals risk becoming trapped in assistant-level positions.
