Finland: Integration Partnership Programme

The Integration Partnership Programme, run by Finland's Ministry of Economic Affairs and Employment, supports the effectiveness of integration work by bringing actors together and increasing multisectoral and diverse cooperation. The principles of the programme’s activities are openness, inclusion, knowledge-based approach, and impactfulness. It has both national and regional activities: national activities are coordinated by the Ministry of Economic Affairs and Employment, and regional by the Centres for Economic Development, Transport and the Environment (ELY Centres).

Project Goal

The programme’s activities are guided by an action plan drawn up for 2 years at a time. The goals of the first action plan (2021-2022) were to build partnership networks, the programme’s regional support structure, and tools for cooperation. The goals of the 2023-2024 plan are to establish collaboration with the Talent Boost programme and to promote gender-sensitive integration.

The programme has 3 overarching goals:

  • To create an inclusive and participatory operational culture in the field of integration.
  • To build a common vision of work, promoting integration in dialogue with experts.
  • To develop operational models, knowledge, and partnerships that genuinely benefit the everyday work of integration.

How it works

The Partnership Programme has created an open national network, the Partnership Platform, for actors working in the field of integration. The digital platform involves hundreds of actors representing various administrative sectors, organisations, and themes in the field of integration. Users can follow the work of other integration actors, search for cooperation partners, manage project-related tasks, and seek information related to integration.

The programme operates both nationally and regionally. In addition to the platform, it comprises training sessions, newsletters, and events. Key events include the national integration events, the first of which was held in 2022 and the second in 2024. The idea of these events is to share useful information and operational models, as well as to network and meet colleagues.

Results

The majority of respondents (60%) to the Partnership Barometer survey 2022 - which evaluates the activities of the programme -  felt that the programme has been beneficial to their work. 53% respondents estimated that they had received sufficient information about activities promoting integration at the national level and at the regional level. Feedback also indicates that the programme has provided participants with useful cooperation partners and contacts as well as good information exchange. The biggest benefits of participation in the programme, according to responses, are the opportunities it presents for networking and increased cooperation.

Participation in the programme was mostly (62%) via the newsletter. 49% participants accessed the training sessions, 45% attended integration events, and 45% used the Partnership Platform.

Evaluation

Both nationally and regionally, the most useful activities of the Partnership Programme were rated as the opportunities it offers for training and other skills development, its webinars, and the newsletter. Nationally, 68-70% of respondents felt these activities were useful, while the regional figure was 59-61%.

Of all the outcomes evaluated, the least effective were found to be promotion of the inclusion of migrants and public receptiveness. 29% respondents said they feel that the programme has had no impact on the inclusion of migrants, and 21% felt it has no impact on public receptiveness. 

Who benefits

Direct beneficiaries of the Partnership Programme are various actors in the field of integration, from authorities to third sector actors. Indirect beneficiaries include migrants who use integration services, as better cooperation and knowledge among actors improves the quality of services offered to them.

Funding and resources

The main funder of the Partnership Programme is the Ministry of Economic Affairs and Employment. Regional activities are funded by the ELY-Centres. In addition, certain areas of the programme, such as integration events, have received funding from the European Commission’s Asylum, Migration and Integration Fund.
