Hungary: Cultural knowledge requirement introduced for permanent residence

Third-country nationals (TCNs) applying for a National Residence Card or an EU Residence Card in Hungary are now required to pass a Hungarian cultural knowledge exam to demonstrate their understanding of the country's social coexistence norms. Effective since 1 January, this requirement arises from immigration regulations introduced in 2024, highlighting the significance of cultural integration for individuals seeking long-term residence.

The exam covers 6 key topics:

  • Hungary's national symbols and holidays
  • Significant events in Hungarian history
  • Prominent figures in European and Hungarian literature and music history
  • Fundamental institutions
  • Basic citizen rights and obligations
  • Europe and Hungary in everyday life

Candidates will be assessed through a written test conducted in Hungarian, comprising 12 questions: 2 from each of the 6 topics. Applicants are allowed up to 3 attempts, and after a third failed attempt will not be allowed to try again.

To register for the exam, applicants must submit a completed form along with copies of valid travel documents and proof of payment of the 20 000 HUF (approx. 50 EUR) exam fee. Registrations are handled by the Budapest Metropolitan Government Office, and detailed information, including preparatory materials, is available on their official website.
