In 2014, Estonia implemented adaptation and integration measures for newly arrived immigrants and less-integrated permanent residents. These measures were supported by European structural funds (ESF). This mid-term evaluation shows that the activities implemented are relevant, effective, efficient and sustainable.
During 2014-2018, the benchmarks set by the evaluation criteria were reached or exceeded. The evaluation shows that all activities have been initiated successfully regardless of initial delays. By the end of 2018, on average, the benchmarks had been met twofold. The total number of participants has been more than 31,000, and the implementation of the measures has affected more than 300,000 people.
In addition to participants’ high interest in the various activities, at least 50% of the participants in each activity would recommend it to others. Furthermore, at least 64% of the participants in each activity agreed that it meets both their needs and expectations, indicating that the activities are relevant to their needs.
Over the past few years, the number of services and activities offered in the field of adaptation and integration has grown rapidly. Such diversity offers opportunities as it helps to reach a large part of the target groups, but at the same time, raises the need to pay more attention to making the abundance of services understandable to clients, facilitating the transition between activities and avoiding duplication.
