BiblioteksCenter for Integration (SBCI) is a national service program and a part of the Danish State and University Library. Being a section in the Danish State and University Library, SBCI is an institution under the Ministry of Culture Denmark. The purpose of SBCI is to support Public libraries in order for them to provide the best service to ethnic minorities. However, SBCI additionally provides service to other institutions dealing with ethnic minorities and language such as the asylum centers, language schools etc. SBCI does this by making free books, music and films available in several languages. Besides this, SBCI functions as a knowledge center by establishing and supporting projects at the Public Libraries with the purpose of securing that ethnic minorities have equal access to culture and information (see the webpage for more information).
Project Goal
SBCI addresses the issue of providing the necessary knowledge on and service to Public libraries in connection to ethnic minorities and their needs in relation to activities, books, music etc. Gerne både kvalitative og kvantitative mål
Who benefits
Overall the service provided by SBCI will benefit two groups – ethnic minorities and the employees at the public libraries. The ethnic minorities will benefit because they can e.g. get library books and participate in activities that are specifically directed towards their needs. The service will also help the employees at the libraries as they will be equipped to offer a more intercultural service.
How it works
SBCI has a list of activities provided. Mentioning a few, SBCI firstly purchases books, music and films in at least 15 languages and makes them available for the public libraries. Secondly, support and guidance is provided by SBCI to the Public Libraries on choices of purchases of and communication about materials to ethnic minorities. Thirdly, SBCI guides the public libraries in connection to activities that promote integration. Fourthly SCBI manages and participates in projects such as the online homework forum “Lektier Online”, and SBCI also manages to supply music, movies, news etc. to the webpage “world.bibzoom.dk”.
Results
One of the concrete initiatives in the period of 2010-2011 by SBCI was “Newcomers og de nye udfordringer – biblioteker på forkant ” (Newcomers and the new challenges), and the overall goals of this project were firstly to develop library offers for the group of newcomers (activities making the newcomers come to the public libraries), secondly to provide guidance for library employees on how to offer the best service to newcomers and thirdly to establish a network for the newcomers. Some of the newcomers stated among other things in the evaluation from 2012 on the initiative “Newcomers and the new challenges” (For more information on the evaluation see below) that the activities and materials provided for them had made them create a network and had provided them with knowledge on what the libraries are able to offer them.
Evaluation
Als Research conducted an evaluation of one of SBCI projects running from the 1st of April to the 31st of December 2011 named ”Newcomers and the new challenges” focusing on the implementation of the project and to what extent the stated goals were achieved. In the evaluation, it is stated that personal contact, personal network or contact to relevant actors that can distribute the information on the activities the public libraries provide to newcomers is the best way to market because this achieves the best turnout among newcomers. Printing ads, which are also very expensive, do not have the same effect.

The SBCI receives its funding from the State Finance Act of Denmark.
