On 5 April 2016, for the International Day for the Elimination of Racial Discrimination, the Portuguese High Commission for Migrations (ACM) and the Commission for Equality and Against Racial Discrimination (CICDR), in partnership with the municipality of Odivelas, launched a national awareness campaign aimed at children aged between 3 and 5 years. All kindergartens of state-run schools in the country received a kit with a copy of the book As Cores da Cidade Cinzenta (colours of a gray city, in English) and a pencil box with 6 colour skin tones.
According to the Mayor of Odivelas, a suburban municipality in the outskirts of Lisbon where 8.6% of the resident population does not hold Portuguese citizenship (against the national figure of 3.8%), “this is the right age to start sowing the seeds of the fight against racial discrimination". Ms. Ana Gralheiro, director of the school hosting the launch event, praised the initiative and stressed the importance of investing in awareness raising among small children.
