The European Commission against Racism and Intolerance (ECRI), an independent human rights monitoring body of the Council of Europe, published a report on discrimination and hate speech in Italy. The report, published on 22 October, focused on measures that have been developed for Third Country Nationals (TCNs) and asylum seekers.
In particular, the report notes that there have been important improvements since 2016: several measures have been taken to increase the capacity of law enforcement officers to combat hate crimes, including a series of training courses and publications on this topic. Efforts were made to ensure migrants' access to health care, in particular through the training of cultural health mediators, awareness-raising activities and information provision.
Issues of concern are also highlighted by the report. It notes that public discourse has become increasingly xenophobic and political discourse has taken on strongly divisive and antagonistic overtones, particularly towards refugees, asylum seekers and migrants, as well as Italian citizens with migrant backgrounds and the Roma and LGBTIQ+ communities. Hate speech, even by high-level politicians, often remains unchallenged. The ability of police officers and Carabinieri to counter hate violence is limited, due to a lack of reporting and a lack of trust in law enforcement by members of ECRI interest groups. On their path to integration and inclusion, the report says, migrants have experienced concrete problems due to the largely negative narratives that surround them. Excessive criticism of individual judges dealing with migration cases also jeopardises their independence.
In addition, the report finds that migrant children are more exposed to bullying in schools and drop out earlier than Italian children. It highlights the fact that there are numerous accounts of racial profiling by law enforcement agencies, which mainly target foreigners of African descent - the majority of whom are legal residents - and those belonging to Roma communities.
