The fourth amendment to the laws providing the legislative framework for assistance to those displaced from Ukraine in the Czech Republic, referred to collectively as Lex Ukraine IV, entered into force on 24 January 2023 and will be valid until 31 March 2024.
A key part of the amendment provides for the extension of temporary protection for those displaced from Ukraine, until 31 March 2024. Temporary protection will be extended for those to whom it was granted in 2022. This extension will comprise two steps:
- electronic registration for the extension of temporary protection will start on 30 January 2023 and close on 31 March. The registration will take place via the FRS portal, established by the Ministry of Interior.
- visa stickers must be marked in person at the office of the Interior Ministry's department for asylum and migration policy by 30 September.
The validity of the tolerance visa for those who have stayed in the Czech Republic before 24 February and cannot return to Ukraine will be automatically extended.
The amendment also simplifies the access of Ukrainian professionals from certain health care disciplines to the Czech labour market: in order to practice professionally as a psychologist in health care you first must pass an accredited Psychologist in Health Care course, which can now be run by other accredited institutions in addition to universities.
The rules for the enrolment of children from Ukraine in pre-school education and compulsory school attendance have also been amended, and the procedure for withdrawing a child returning to Ukraine from kindergarten has been simplified. The Ministry of Education prepared a methodological interpretation of the Lex Ukraine IV law for regional education.
