Croatia: The SINERGY project promotes multi-level cooperation on integration

The Office for Human Rights and Rights of National Minorities of the Government of the Republic of Croatia launched the project Ensuring a Synergistic Approach to the Integration of Third-Country Nationals (SINERGY) , co-financed by the Europan Commission's Asylum, Migration, and Integration Fund (AMIF). 

The purpose of the project is to strengthen multi-level cooperation in the application of international and national standards for the integration of third-country nationals (TCNs) in Croatia, with an emphasis on persons granted international protection. Its target groups are state administration bodies, regional and local government bodies, public institutions, civil society organisations, members of the academic community, civic initiatives, persons granted international protection, TCNs, translators for the languages most commonly used by persons under international protection, and the general population.

The project's specific goals include:

  • to reduce administrative barriers to accessing guaranteed rights and services by providing translation services with languages most commonly used by people granted international protection and other TCNs

  • to strengthen the coordination capacities of the integration system through intensified cooperation with local government units, TCNs, and civil society organisations

  • to increase awareness among key stakeholders and the general population regarding legal migration and the contributions of TCNs to societal development

  • to improve the process of developing, monitoring the implementation, reporting on results, and evaluating the effectiveness of strategic integration measures from the perspective of implementers and beneficiaries

The project will include coordination activities, monitoring of the outcomes of integration policies and practices in the Republic of Croatia (to improve evidence-based public policy-making processes), awareness-raising activities, public events (including conferences, roundtables, and public promotional campaigns), study trips, and creation of publications. The implementation of all activities is based on strengthening multi-level cooperation among stakeholders in the integration system at all levels. 

The total budget allocated for the project is EUR 1 500 000, of which 25% (EUR 375 000) is co-financed by the state, while 75% (EUR 1 125 000) is co-financed by AMIF.  The final agreement on the direct allocation of financial resources for the implementation of the project was signed in November 2023.

The expected duration of the project is 36 months, with the implementation phase to last until December 2026.
