In this report the International Organization for Migration (IOM) in Estonia presents insights from surveys with refugees from Ukraine in Estonia, focusing on their needs, intentions, and integration challenges. The report was produced using the Displacement Tracking Matrix (DTM) - a system that gathers and analyses data to disseminate critical, multi-layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations to enable decision-makers and responders to provide these populations with better, context-specific assistance.
The key findings of the report are the following:
- Ukrainian regions of origin among refugees are most commonly Kharkivska (12%), Donetska (12%), Khersonska (10%), Kyiv city (11%), Zaporizka (8%)
- 92% respondents have no intention to leave Estonia
- 36% respondents are employed; 30% are unemployed and looking for a job; 3% are unemployed and not looking for a job; 8% are retired
- Top cited needs among respondents are employment (27%), health services (23%), and financial support (22%)
- Top areas where support has been received by respondents (the data does not differentiate between the sources of support) are free transportation (83%), food items (67%), financial support (57%), and long-term accommodation (31%)
- Top inclusion challenges cited are employment (27%), language barriers (23%), housing (18%), recognition of professional skills, and diplomas (7%)
