
This new act completes the provisions of GEO no. 15/2022 on the humanitarian aid measures taken in Romania to support the people fleeing the Russian invasion of Ukraine.
The act outlines the following additional measures:
- the right to work in Romania for Ukrainian citizens with no work visa required, and the possibility to ask for a single permit (for temporary residence and work) after 90 days in Romania;
- the right to receive free medical assistance and to be included in national health programmes;
- the right to free public transportation provided certain conditions are met;
- provisions regarding the protection of children, disabled and elderly persons and their access to social services;
- special provisions regarding access for children to mainstream education systems;
- provisions regarding unaccompanied minors;
- subsidies for private citizens and schools that accommodate those displaced from Ukraine;
- specific procedures and sources of funding for the above measures;
- deductions from taxes for private citizens and companies that make donations to sustain the above measures.
Even though most measures apply to all persons fleeing the conflict in Ukraine regardless of their status (asylum seeker, person with temporary protection or person in transit) and of their nationality (Ukrainian citizen or a TCN/stateless person with legal stay in Ukraine), the right to enter, stay and work for 90 days with no work visa required applies only to Ukrainian citizens. So too does the measure on expanding the number of tax-free places in Romanian universities for newly arrived Ukrainian students willing to continue their studies.
