The Plan for the Development of a Cohesive and Civically Active Society for 2021-2023 (hereinafter - 'the plan') is an action document for the implementation of the Guidelines for the Development of a Cohesive and Civically Active Society for 2021-2027 (hereinafter - 'the guidelines') and the National Development Plan for 2021-2027 in Latvia.

The plan aims to ensure the implementation of activities under the three main directions set out in the guidelines. These directions are outlined as follows:

1. national identity and belonging;
2. civic culture and inclusive participation;
3. integration.

Inclusive participation is proposed as a general principle, supported by such cross-cutting priorities as national identity, the Latvian language, trust, solidarity and cooperation.
