This publication, part of the IMISCOE Research Series, examines how cities in Europe respond to migrants with precarious status, presenting new evidence and analysis from research conducted in Viennna (Austria), Frankfurt (Germany), and Cardiff (UK).
Strategies and services provided by municipal authorities for precarious migrants are presented, alongside examples of how these authorities collaborate with non-governmental organisations (NGOs) for service delivery. The focus is on healthcare, education, housing, and access to advice, with particular attention given to the situation of women.
Developing the concept of precarity in relation to migration status, the publication also delves into horizontal governance arrangements within municipal authorities. The tension between the exclusion and inclusion of migrants who have limited access to welfare services is investigated, along with the factors shaping municipal policy-making and the rationales for granting access to essential services.
