Italy's National Guarantor for the Rights of the Child (AGIA) formulated recommendations to facilitate and ensure the inclusion of unaccompanied foreign minors, based on visits to SAI centres (which form part of the country's secondary level reception and inclusion service) and interviews with 50 unaccompanied minors.
According to the report outlining the recommendations, published in September 2023, it is essential to speed up administrative procedures for obtaining residence permits for these children and to make practices uniform across the country. In addition, the report states, it is necessary to ensure the presence of a cultural mediator at every stage of the process. These mediators will be able to ensure the child's understanding and address any fears they might have. For the same reasons, the timely appointment of a voluntary guardian - an important reference figure for children in the Italian reception system - should be ensured. This aspect remains critical, highlights the report: the interviews conducted with minors showed that there are still cases in which, due to a shortage of volunteers, the courts attribute guardianship to mayors or lawyers. These figures tend to be in charge of a large number of minors and therefore cannot offer each individual the substantial support they might need.
Finally, according to the Guarantor, in promoting an inclusive process it is fundamental that opportunities for socialisation with the community are created, and that a bank account in the name of the minor is opened. For those who reach adult age, it is necessary to ensure administrative continuation.
The AGIA is an independent authority whose components are named by the Head of Parliament Chambers and which is in charge of promoting and advancing the rights of the child. This is done by issuing reports and recommendations to the government and the country's regions. The visits and interviews upon which this particular report is based were conducted in conjunction with UNICEF, UNHCR and the National Association of Municipalities (ANCI).
