
The second Multi-Sector Needs Assessment (MSNA) of people displaced from Ukraine in Hungary was conducted by UNHCR in mid-2023.
The MSNA is a key source of information for planning of the 2024 Regional Response Plan (RRP). Its aim is to understand the needs of refugees in Hungary and how well they are being met, their current level of access to basic services, and the gaps that exist within these services. It also seeks to identify the priorities of the refugee population for the forthcoming year. The assessment involved nearly 700 respondents, many of whom completed surveys and some of whom participated in focus group discussions. It covers multiple sectors: education, protection, economic inclusion, health, mental health, and accommodation.
Key research findings include:
- Respondents stressed the importance of continued financial and material aid.
- 3 in 4 households surveyed reported unmet priority needs, such as accommodation, food, and language learning support.
- Most of those interviewed reported having valid identity documents and access to registration for their new-born children.
- One-third of respondents reported difficulties in accessing information (e.g. concerning legal status; entitlements; available services)
- 79% school-aged children were enrolled in the education system in the academic year 2022/2023.
- 71% respondents of working age (16 - 64) are employed, mainly in manufacturing, construction and hospitality.
- 12% of respondents said they are facing barriers to accessing healthcare.
The report also includes a set of recommendations for stakeholders engaged in the response to those arriving from Ukraine, such as enhancing support for vulnerable refugees, expanding language support services, offering tailored employment programmes, and enhancing access to education for refugee children and youth.
Unlike in 2022, MSNA 2023 was conducted regionally, and 7 of the 10 RRP countries participated. Results will be aggregated regionally and a full overview will be published in early 2024.
