Greece: Complaints mechanism for newcomers and asylum seekers

In 2023, the Ministry of Migration and Asylum in Greece introduced the position of Fundamental Rights Officer (FRO). The FRO plays an essential role in safeguarding human rights in immigration and asylum procedures, dealing with complaints pertaining to alleged fundamental rights violations that may arise during the entry, and reception of third-country nationals (TCNs) and international protection processes.

The specific responsibilities and processes of the FRO are:

  1. Receiving complaints: individuals who believe their fundamental rights have been violated can submit complaints to the FRO. This process is designed to be accessible through various channels: the relevant form is attached below for download (for complaints via email or post), and can now also be accessed online.
  2. Preliminary evaluation: once a complaint is received, the FRO conducts a preliminary assessment to determine its validity. This ensures that only substantiated claims are referred for further investigation.
  3. Referral and follow-up: valid complaints are forwarded to the National Transparency Authority or other relevant bodies for in-depth investigation. The FRO monitors the progress of these cases to ensure timely and effective resolutions.

By addressing complaints independently and transparently, the FRO helps to ensure that fundamental rights are upheld. Continuous improvements in resources and procedural coordination are essential for maximizing the impact of this important role.
