The brochure provides an overview of the main migration trends in Estonia during the period 2019 – 2023, covering outward and return migration of Estonians and inward and outward migration of third-country nationals (TCNs).

The publication provides answers to the following questions:

  • To whom, for what purpose, and how many visas were issued?
  • How many short-term employment registrations were there and in which sectors?
  • Who came to live in Estonia and for what reasons?
  • Who was granted long-term residence permits and permanent residence?
  • Where did foreigners settle?
  • Who was granted international protection? How many were granted temporary protection in Estonia?
  • Who was expelled from the country?
  • Who became Estonian citizens?
  • Who became e-residents?
  • How many foreigners took part in the adaptation programme?
  • How has migration to Estonia changed since joining the European Union?
