In this document, the Czech government outlines its plan for the implementation of the 2023 integration policy. It identifies several major areas in which integration policy should be applied, defines concrete measures and designates relevant authorities as responsible for their accomplishment.
The document begins by noting that the total number of third-country nationals (TCNs) in the country has almost doubled in the last year, due to the influx of refugees from Ukraine, amounting to approximately 856 in 2022. These are the main target group for Czech integration policy, and represent the majority of foreigners living in the Czech Republic. TCNs are most often from Ukraine (currently 606 834, including 402 326 temporary protection holders), Vietnam (65 763), and Russia (44 625), followed by Mongolia (11 696), the USA (9 166), and Kazakhstan (9 135).
Key areas of focus in the plan include the following:
- Knowledge of the Czech language (through language education, both for adults and children, as well as provision of methodological support for teachers)
- Economic and social self-sufficiency (through various programmes, job advisory services and re-qualification courses, as well as up-to-date information on employers)
- Orientation of foreigners in society (through provision of pre-departure information, integration and adaptation courses, as well as socio-cultural courses)
- Bridges between immigrants and the majority population (through cultural events or intercultural and inter-religious dialogue, and supporting foreigners' activities, as well as community interpreteurs, intercultural workers etc.)
- Integration at the local and regional level (through support of regional integration centres, funding opportunities for municipalities as well as supporting political participation of foreigners in the local policy-making process)
- Access to healthcare
- Legal and social protection of children
- Information campaigns towards both the majority population and foreigners to improve mutual communication
- Strengthened professional competencies of relevant civil servants
The government has allocated 54.29 million CZK (2.32 million EUR) within the state budget to implement integration policy measures in 2023.
