Czech Republic: Further steps in the realisation of the updated policy for the integration of foreigners in 2021

The Czech government outlines in this document a plan for the implementation of its 2021 integration policy. The document identifies several major areas in which integration policy should be applied, defines concrete measures and designates specific authorities as being responsible for their accomplishment. Before all this, it makes a point of noting that the total number of foreign residents in the Czech Republic is on the rise.

372 985 third-country nationals are legally residing in the Czech Republic as of 31 August 2020. They are the main target group of this integration policy, and represent the majority of migrants living in the Czech Republic (621 876 in total).

The most common 'third' countries from which migrants arrive are Ukraine (158 281 people), Vietnam (62 634), and Russia (41 203), followed to a much lesser extent by Mongolia, USA, China, Belarus, Kazakhstan, Moldova and Serbia. The most frequent purposes of stay are employment (representing 52.3% of residence permits issued), family reunification (23.2%), entrepreneurship (4.2%) and study (13.3%). The migrant population is an ageing one: 28 885 foreigners of senior age lived in the country at the date of publication.

Key areas of focus outlined within the plan include:

  • Knowledge of the Czech language (through language education, both for adults and children, as well as the provision of support for teachers);
  • Economic and social self-sufficiency (through various programmes, job advisory services and re-qualification courses, as well as up-to-date employer information);
  • Orientation of migrants in society (through provision of pre-departure information, integration and adaptation courses, and socio-cultural courses);
  • Bridges between immigrants and the majority population (through cultural events and intercultural and inter-religious dialogue, community interpreters, intercultural workers etc.);
  • Integration at local and regional level through support of regional integration centres, funding opportunities for municipalities and supporting the political participation of migrants in local policy-making processes;
  • Access to healthcare;
  • Legal and social protection of children;
  • Information campaigns for the improvement of mutual communication between the majority population and the migrant population;
  • Strengthened professional competencies of relevant civil servants.

The government has allocated 54.29 million CZK (2.07 million EUR) within the state budget to implement these measures in 2021.
