
The European Council on Refugees and Exiles (ECRE) published a comparative report providing an overview of access to socio-economic rights for temporary protection beneficiaries (TPBs) displaced from Ukraine.
The report analyses the situation in 19 EU member states and 3 non-EU countries (Serbia, Switzerland, United Kingdom), using data from the Asylum Information Database (AIDA). Key findings include the following:
Accommodation
- The forms of accommodation made accessible to TPBs range from emergency accommodation and public reception facilities to private housing, and include accommodation with host families
- New types of emergency accommodation were created via rearranged public spaces
- The majority of states also provide financial support for access to private accommodation
Employment
- Access to employment has been significantly facilitated by removing the requirement to obtain authorisation to work, provision of vocational training, language courses and career counselling
- Administrative barriers remain, such as the need for recognition of qualifications, language barriers, and a lack of information on administrative procedures
Education
- For children education is both a right and an obligation in most of the countries examined
- Barriers to education include individual vulnerabilities, language skills, the limited capacity of schools, and long commutes to the place of study
- Access to higher education has been supported by waived tuition fees and the establishment of ad hoc scholarships
Healthcare
- TPBs have full access to the public healthcare system on equal terms with nationals
- In certain countries beneficiaries of TP or equivalent schemes only have access to emergency medical care
- Coverage and availability of insurance depends on employment status or age
Social welfare
- In most countries, 'partial access' entitles TPBs to the same level of benefit support as subsidiary protection holders or asylum seekers
- Available personal resources may represent a key criterion for defining the degree of access granted to social welfare and the amount of respective allowances
