The project aimed to improve the efficiency of administrative procedures for third country nationals, providing effective services for information and assistance: the upgrading and expansion to the Offices of the Agenzia delle Entrate (Revenue agency) of the cultural mediation service; the creation of a website for booking online appointments for submitting applications to the Sportello Unico Immigrazione (Single Desk for Immigration); the adaptation of the information panels in the offices of the Prefecture; training for operators and cultural mediators.
To the Single Desk for Immigration were added the services offered by the website “The new citizens”: online appointment booking for those entering in Italy for the first time for work and family reunification or for those who have to submit the required documentation.
The project also added additional info-graphic contents on the website and prepared in the form of slides, in connection (legislative news, FAQ, events and news) with the portal Mediatò dedicated to professional training on immigration.
For a more precise communication to the user, two monitors and new information panels more simple and understandable were set up in the waiting rooms of the offices of the Prefecture.
Finally, a professional course “The intercultural relations in the public services that deal with foreign users” was held, addressed specifically to operators and cultural mediators, from March to June 2015.
Project Goal
Consolidation and supporting of institutional and non institutional networks, in a vision of governance and coordination of activities in place and of those to be carried out on the territory with public funding, in order to strengthen the role of the Territorial Council, considered quite important for analysis of problems and opportunities in the field of integration of foreigners.
Validation and implementation of the various projects under the policies and activities favoring the integration, in the territory in order to make it as homogeneous as possible and useful the activities planned and - where possible - to ensure continuity, sustainability and growth of the system. Maintenance, constant updating and continuous information on the subject, through publication on the website of the Prefecture and the website “nuovicittadini” of any useful information and connection with the information desks for foreigners through the project Mediatò, a project supported by the Compagnia di San Paolo Foundation and promoted by the Observatory on Immigration in Piedmont - IRES Piemonte and ASGI (Association for Legal Studies on Immigration) also in view of strengthening the connection with other institutional branches (Revenue Agency - INPS, ...).
Increasing training of operators and cultural mediators working on the territory of the province of Turin, through a 30-hour course organized in modules, aimed at public operators and cultural mediators of the various institutions that have front office branches, for improving communication and relationships in multicultural contexts.
How it works
- Maintaining the agenda on line for appointments of the Single Desk for Immigration, for citizens of the new entrance (family reunification and work) and for submitting the documentation necessary to obtain the relevant authorization, as well as the signing of the integration agreement.
- Consolidation of a common language among institutions, public and private and cultural mediators, providing all training/certain information, including through dedicated sites.
- Increased capacity of public operators to work in multicultural environments through targeted training and carried out in small groups, facilitating interaction and sharing of previous work experience.
- Attempt to gain an increasing understanding by foreign nationals of the norms, rules and customs that govern the social life in Italy, with particular attention to the position of women.
- Providing correct information directly on the website of the Prefecture, with a continuous update of the website “nuovicittadini”, in order to provide both general guidance on administrative procedures, and to report constantly new regulations and local initiatives.
- Having online on the website as many questions on immigration issues, with clear answers, certain and correct, as well as material easily accessible and easy to understand, even with slides and animated cartoons.
Results
The section dedicated to materials http://www.nuovicittadini-prefto.it/materiali has been updated and expanded. For the waiting room as well as for the Single Desk for Immigration was produced a poster (translated into several languages) of simplified information related to the service. The project also provided for creation, editing content with legal advice in immigration law and graphical realization of two comic guides for foreigners on the topic of family reunification and the Integration Agreement. It was created a course of education to the use of the online procedure for service operators of the Single Desk for Immigration. An electronic agenda was created on the website http://www.nuovicittadini-prefto.it/sui that offers the following services: - Through the online agenda the user can either book an appointment and check the date about his/her interview at the Single Desk for Immigration; Through this new reservation system and other features the Single Desk for Immigration of the Prefecture of Turin overcomes the problem emerged through the convocation by registered mail, which frequently led to the closure of the file for non-delivery to the address indicated in the application.
Evaluation
The timing of realization of the project were very short, plus there was a shift in the beginning of all the activities planned for September to November. It was therefore very difficult to accomplish everything on schedule.
Also there have been difficulties in the procedural system of statements of account and purchases, as the prefecture does not have ad hoc staff and it is difficult to follow all the procedures required by the European Integration Fund.
In general, however, there was a very good adhesion to the training course, the use of the site, and appreciation of the new layout of the website.

Public and private operators who run information services to third-country nationals who need to access public services for the practice of first entry
Special attention for women and for Chinese and Peruvians, considering the increase of their presence within the province and citizens entering for the first time in Itayl, ensuring better access to competent offices.
Funding and resources
The project was funded by the European Integration Fund for a total of € 114,854.50.
