
A new law in Italy contains provisions aimed at extending and consolidating support and assistance for individuals granted temporary protection permits as a result of the ongoing conflict in Ukraine. The measures under this new law, effective since 27 December 2024, align with the European Union Council's Decision 2024/1836 of 26 June 2024 and ensure the continuity of protection and integration programmes for those dislplaced from Ukraine until 31 December 2025.
Measures include the automatic extension of temporary protection permits that have already been issued, eliminating the need for holders to apply for renewal. The possibility of converting these permits into work permits - as introduced by a law in 2023 - remains, but this is not directly addressed by the new legislation.
Reception and integration projects for beneficiaries of temporary protection developed under the national System for Reception and Integration (SAI) will receive short-term funding, likely limited to 1 year for those targeting people from Ukraine. The Ministry of the Interior is tasked with expediting related financing decrees. Moreover, assistance measures will progressively transition to the ordinary administrative frameworks under the Ministry of the Interior and Prefectures, phasing out the Department of Civil Protection’s involvement. Existing agreements with managing entities for diffused reception (accoglienza diffusa) will be extended for up to 6 months, ensuring continuity during the transition. Financial contributions for autonomous housing will cease for holders of temporary protection permits issued after 1 February 2025, and will be restricted for those holding an automatically extended temporary protection permit.
The Minister of Economy and Finance is authorised to implement necessary budgetary adjustments to ensure the reallocation of funds and the smooth continuation of the prescribed measures.
