An Garda Síochána, the Irish Police, launched a new online system for reporting hate crime which is designed to make it easier for victims to come forward. The new system was made for non-emergency cases, and all reports received are to be examined by members of the Garda National Diversity and Integration Unit, who will record the incidents and respond accordingly.
A pattern of under-reporting of racism has been identified in Ireland on a regular basis in previous years, an issue which is of particular relevance to migrants living and working in the country. In 2014, the Immigrant Council of Ireland found that Northern Ireland's police recorded eight times as many reports of racism as the Gardaí (Irish Police).
This initiative is a part of the commitment under the 2019 An Garda Síochána Diversity and Integration Strategy. The launch of the tool was supported by publication of a multilingual leaflet explaining what a hate crime is, and how to report it. The leaflet has been published in 19 languages will be available at all Garda stations and public offices. An Garda Síochána also published a related educational video.
The launch of the online hate crime reporting tool was accompanied with the release of new national statistics on hate crime that revealed an over 80% increase in hate crimes in the first quarter of 2021, compared with the previous year. Assistant Commissioner Paula Hilman said that statistics do not represent all reports of hate crime incidents, but rather events which have fulfilled the threshold to represent a crime, after investigation by the Garda National Diversity and Integration Unit.
