
In theory, asylum seekers have access to the labour market in Finland three months after the submission of their application, as long as their passport are in order. There are currently around ten thousand people in reception centres across the country who fulfill this criteria. However, in practice, a law of Finland's Aliens Act requires asylum seekers to also obtain a certificate of eligibility before they can start working in the country. The Immigration Service’s head of asylum has called for an overhaul of such legislation which generates a large amount of extra work for already stretched officials, who are dealing with record numbers of claims, and causes delays of several months.
A simple solution could be to lodge the date of application on asylum seekers' official identity cards.
